Luthfi Dhofier is a public policy and global affairs specialist whose work sits at the intersection of public policy, international affairs, and cross-border strategy, with a particular focus on the Canada–Southeast Asia relationship.
His policy career spans federal and provincial governments in Canada, where he has worked on issues ranging from climate and natural resources to government procurement and urban policy. He has also advised private sector clients on government relations, market entry, and strategic positioning across multiple sectors. That breadth, across governments, think tanks, and industry, gives him the cross-sector fluency that clients rely on when navigating complex regulatory and institutional environments.
On global affairs, Luthfi has been a frequent contributor on Canada’s global engagement, particularly in the Indo-Pacific as well as climate policy. His analysis on trade, investment, and foreign policy has appeared in the East Asia Forum, Canadian Global Affairs Institute, National Observer, the Hill Times, and Fair Observer. He has co-authored and edited two academic books on climate change and human security, published with Edward Elgar and Palgrave Macmillan.
He serves as President of the Canadian International Council Vancouver, Canada’s oldest foreign policy organization, and sits on the Board of Directors of the Canada–Indonesia Chamber of Commerce. He has also advised elected officials and previously served on the board of the Friends of Granville Island Society. Luthfi holds a Master of Public Policy and Global Affairs from the University of British Columbia, a BA in East Asian History from Kwantlen Polytechnic University, and a Diploma in Business Administration from Trisakti University in Jakarta.
